According to the hormel website, a quail egg is about 9 grams and a large chicken egg is 50 grams... so it's close to a 1 to 5 ratio.
I'd just use 1/2 a large egg in place of 2 quail eggs. That should be close enough, unless you really want to weigh off 18 grams.
TIP: For half an egg - lightly beat one egg, then measure out 1 1/2 tablespoons.

A quail egg is fairly small compared to a hen's egg. I'd say about an inch or 3/4 of an inch long. A quail egg is 1/5 the size of a hen's egg.
Asain markets often sell these by the doz for about a dollar and a half. I'm sure if you look around in the Asian markets in your area, you could find them. But, if you wish to substitute, I'd say one small hen egg to two or three quail's.

Real quail eggs are quite small - about as big as a robin's egg. It'd take about six of 'em to equal a small hen's egg.

quails eggs are little tiny things so you are probably looking at about 4 quail to 1 hen.
