I received a email stating a ticket #, serial #, Batch# and lucky #'s stating that I won a lump sum payment of 1.500 euros, could this be real? It says "This form should be filed by the lottery winner of the State Verification before processing the lottery winning" and list the information that is needed to be verified. Where would I file the thing at? It only gives me a email address to reply to but they haven't responded yet.

You must be carefull answering these shams. That email can be sent by anyone The object is for you to respond now your email and personal information is exposed.
Ask your self "did "YOU enter the lotto?"
And now that you won something you didn't request doesn't that FIT TOO GOOD to be true.

I actually recieved the same thing about 3 weeks ago. Im in NYC and had never been to the Netherlands so I knew it was a scam but decided to have a little fun with it.
I set up a seperate yahoo email account and changed my first name because for some reason the ******* sent it to my work adress and only saw my first initial and last name from what i'm guessing. Anyways, it was the exact same thing as yours with ticket, serial and batch#.
I sent the information it requested to the email at the bottom from my fake account and acted really gullible. They emailed me back with a form that look fake as all hell that required to me to send my information such as adress, phone#, and other contact information. Well I changed everything around just a little bit so it wasn't my exact information and sent it out. I got a reply then that I had 3 options to receive my $3 Million dollar payment. $780.00 for standard day ; $850.00 for 2 day and $980.00 for overnight. I guess they expect me to believe they were going to send me the money physically so I had some more fun and told them I had set aside $2,000 to get the money to NYC and if the could ship it any faster than 24Hrs....and they said yes! For $2,000 apparently I could have had 3 Million in my hands in 6 hours!
Well I ended up going the Western Union with this guys money transfer information and and envelope with $1 and a big F*&CK You written on it.
Long Story short, don't do it, but it wouldnt hurt to have some fun.

I see it as a gimmick... unless you've been to the Netherlands and filled out a lottery or a chance to win something along your travels. If you ONLY have an e-mail address to contact them with, that is a bad sign.
A real business would give you a phone number to call with questions, as well as an address. Just ignore it and move along. Is the chance of getting scammed worth it? Use your instincts.

Beware! This is a scam. First, they are seeking information from you that most likely is personal. In some cases they ask for your bank account information, credit card number, social security number, address, phone, and maybe driver's license number. If they asked you any of these questions, I hope you didn't answer them. Also, in some cases they will ask you to send money or bank information so they can deposit the "winnings" into your account. By all means DO NOT give them that information. Beware of emails like this. Good luck.

IT IS A GIMMICK, THERE ARE PEOPLE WHO WORK FOR BANKS THEY ACT LIKE DOUBLE AGENTS, DON'T SEND MONEY DON'T CASH CHECKS THEY SEND YOU!!!

YOU WILL BE HELD RESPONSIBLE!!!!
