I'm a female and currently only have 3 lb dumbbells. I have to do 60+ reps to feel anything so I'm looking to buy dumbbells that I can actually feel working! I was thinking around 8 lbs but I'm not sure if that's right...

Depending on how they feel, 8-10 would probably be best. If you go too high, you'll end up with huge guns. Try repping a gallon of milk. that's about 10 or 11 pounds. see how that feels. Get a weight that you can feel the burn after 25 or so repititions.

toning is nothing more than the reduction of body fat. increasing the intensity of your workouts by using a higher weight will help to increase the resting metabolic rate after exercise. but ultimately the diet decides the level of body fat. you can't spot reduce fat through exercise
