I spent the better part of 13 years thinking that the Army trained its leaders to be the stupidist sacks of cr*p that you could possibly imagine. It wasn't until I finally went to PLDC/BNCOC/ANCOC/WOCS/WOBC that I realized that the Army actually does a pretty good job at training its leaders and it's usually poor mentoring that makes good Soldiers into crummy leaders.
You are not very specific...it's no crime to be stupid, and there ARE a lot of stupid NCOs (and officers) out there. If you have utilized your chain of command and NCO support channel, you don't have a lot of other options. Going to the IG because an NCO is "very stupid" won't do you a lot of good.
If this NCOs stupidity is endangering your mission or Soldiers, hurting unit readiness, or causing serious morale issues, you might consider starting to informally document them (record date, time, place, incident and circumstances, etc.). If your complaints are legitimate and your first line leader shot you down and didn't let you see your company commander, you might consider taking advantage of your commander's "open door" policy, although that can be a two-edged sword, so you have to be careful.
If your NCO's "stupidity" is just an annoyance to you, however, welcome to the club. Deal with it...it's part of being in the Army. When/if you ever make it into the NCO ranks, you'll probably annoy someone too.

Yeah the army has inspector generals too, but he'll get word of that so I would just wait till he does something really stupid like fraternization , boring money from someone below him or making sexual jokes, though it may not affend you just stick it to him when it happens. Use your chain of command tell your ncoic that you would like to talk to you platoon sgt, then to platoon leader then to the first sgt or commander, if you feel that that will put you in a bad position try to utilize your 1sg or commanders open door policy. Dont go into his office and say he's stupid, you need to provide something that would really help you like what I was talking about, this guy could end up gettin you killed if he is truly incompitent.

Typical whiner. Complains yet provides no information as to why his NCOIC is "very stupid". I've got news for you buddy; the chain of command DID do something. They concluded you were wrong and had no valid complaint. If you really think you were screwed...go see the IG. But if they determine you are bring false accusations against your immediate superior....then you will be truly screwed.

Ther is an informal chain of command know as your first sergeant. The man has a lot of experience and wants to see his unit excel. It wouldn't surprise me any if he's already aware of the problem.

Unless he is doing something that could cause harm to you or others with you or against the law, it's a mission and you have to do what you're told. I've had many stupid NCO's and I just had to go with the flow.
