The patch has three red stripes and one red stripe attached to the top one with the eagle clutching that top stripe. Inside the stripes is a ship steering wheel.

If your are saying the insigina is on the left sleeve of someone in the Navy. If it is three chevrons with a curved one over the chevrons with the eagle on top and the wheel is in the middle. Then it it the rank of a chief peety officer, E7. The rate is quatermaster.

Sounds like a Navy shoulder patch,rank of an E-6,Maybe the steering wheel is for helmsman,Or SHIPS COMPANY.
