Men decided that. They had a council.
Now Christians will probably say that God "inspired" these people to pick certain books and leave out others... just as God "inspired" people to write the books in the first place.
Of course, if the men voted differently, and different books got in, people today would claim that *that* was God's will. So basically that answer is not helpful. But that's the one they always use. "However it is now, that's because of God's will blah blah blah." Their answer for almost everything

Who decided? The dudes at the council that picked and chose from hundreds of "holy books" inspired by "God." The nifty thing is supposedly the Holy Spirit inspired them to pick the right books, but Protestants don't believe in the Holy Spirit lol!

The Council of Carthage in 397 acted on a Resolution of the Synod of Hippo and created the "official" canon of books.
As to who declared that the books were inspired by God -- some of the books themselves so declare, and for some people, a book declaring itself to be the Word of God, regardless of errors, contradictions, prophetic failures and so forth -- is all it takes.
Fortunately not for all.

There's a couple lines of reasoning on this issue:
1) If you believe God exists, created the universe, and wanted man to have an 'instruction manual' of sorts, wouldn't it be a small feat to ensure that the books that make up the final product distributed around the world contain exactly what He wants?
2) 2 Timothy 3:16 says: "All Scripture is inspired of God and beneficial for teaching, for reproving, for setting things straight, for disciplining in righteousness."

hi, lots relies upon on which fringe of the fence you're on. in simple terms placed the reformers argued that those books have been in simple terms historic narratives that had no divine notion in accordance to the Jews besides and could on no account have been placed into the Bible by the previous church fathers in the 1st place mutually as Catholics say that those books contained teachings and factors of view which contradict Protestant criticism of Catholicism and subsequently had to be very rather placed aside. They simply dont know!. They prefer to believe it is that way, when in reality it is a book wrote by MEN, inspired and modified by MEN brains, adapted to the SOCIETY of those times and approved by the ROMAN COUNCIL to fit their interest. The bible is an old book, a good one indeed, but just that...and it shows (its age, I mean).

It's called faith. It's what any religion would boil down to.
How does reasoning even work? The Bible is inspired because the men who wrote it say so. Who says they're right? The Bible? And around and round we go. I'm a Christian and believe the infallibility of the Bible, but faith is how it works.

They are alive and active just as Hebrews 4 says---and it is only by the power of God to reveal that to you, once you are saved, the Holy Spirit leads you into all truth, through His word (The Bible) when you are seeking Him and leaning on HIS understanding and not your own....it all begins to come together and make sense, like a veil is lifted from your eyes--it is almost supernatural! (and yes 2 Timothy 3:16 holds true!)

God did He said the Word was God and He inspired the profits poets and desciples with what to say not what they wanted to write but what He wanted them to write.aswell as God would not allow anything to be added or removed with out penalty of death. If we were to add to it it would lead us away from Him and that would be a lie and He cannot lie.
