I know you have to fill out that form but it says you need their social to do so. It's not a business so it's not like it's on file. What should I do. Any suggestions. I can't just ask.

Look I'm complient with the law I'm not worried about getting audited. I just get mad that I pay my taxes and this person doesn't have to. I don't think it's right. We work very hard at my place of business to always be complient, why shouldn't they have to be.

Just to answer your question, you can send in the form with all the pertinent information that you know--even if you do not have their social security number. The form is 3949-A and you can access it here:
http://www.irs.gov/compliance/enforcement/article/0,,id=106778,00.html

If you are sure of your claims there is no reason not to report someone for tax fraud. Just be careful that you have thought it all out and you know what you are doing--and that you are not just doing it for spite or revenge.

EDIT (for your additional comments): I am glad that you are willing to speak up when most people are too afraid to--especially if you know for a fact what you are reporting. And, I disagree with the others that if you speak up you will definitely get audited yourself! Who can know that or even claim that for a fact? I sure don't believe that the IRS targets anyone for an audit that decides to turn someone else in!

good citizen or hope to receive a reward?. unreported funds?and how would you even know what that is and if that is what it is and not something else HOW WOULD YOU EVEN KNOW?

additional note where does spite or revenge come in when you feel you are doing your duty.. i would think that would not factor into a person's decision to report their suspicions if they are truly sincere in their reasoning for reporting the person. ( i have seen what can happen to people when they "know" someone is cheating, lying or stealing and is bent on getting that person "caught" )... sometimes they can get tangled in the very trap they laid themselves
some people call it karma

If you're close enough to someone to get that kind of information, chances are good that person knows some things about you too.
Revenge and hate aren't all they're cracked up to be sometimes.

BE CAREFUL... BE VERY, VERY CAREFUL.

When you report someone for tax evasion or cheating, you will probably be audited yourself... whistle blowers are ALWAYS audited... so do you REALLY want to report someone for a tax situation?

Call the IRS and talk to them about this.
