I had old wallpaper, and I just used a wallpaper remover solution, wet the walls down with it with a rag, let it sit for 15 minutes, then used a Paper Tiger on it, then re-wet, let set for another half hour, and then it peeled right off. The sticky spots need a paint scraper and another douse of remover, but it all came off really well! And those Paper Tigers are cheap!

I asked my grandmother this recently, as she's been repapering walls for about 50 years. She had a very simple solution, hot water.
