I need a jointer piece that has an inner diameter of 1" and an outer diameter of 1 1/4". I also need a 25 inch long pipe piece with an inner diameter of 3/4" and an outer diameter of 1". As some of you have probably guessed, I'm making a shakuhachi. I did see numbers on the outside of the pipe pieces, but I can not determine whether they are inside or outside dimensions.

If you wanting precision use "Micrometers".

So, I understand what you are doing. I have a simple Drafting Kit and it would probably work. You can use one of the Rulers they Triangle shape. And use a measuring compass. I find you some pictures.

You can get these cheap at Office Depot. The Ruler has different scales on each side, 6 total, and can provide more accurate readings.

its simple take out the total lenght of the and take out its area of a cylinder
