As it caused organized crime to flourish, I would say no.

No. It only took 14 years to repeal prohibition, and it did lead to a real empowerment of organized crime. The government also realized that liquor tax was a great income producer to get out of the Depression. Now a days it is gambling as a legitimate government income source. Next government pros ti tut ion?
