You can't really 'spot reduce', areas of weight gain/loss are determined by genes.
It's always the same advice when trying to lose weight - eat fewer calories than you brun each day and you cannot fail to lose weight.
If you want to burn fat and tone your upper body then I cannot think of a better exercise than swimming - the resistance of the water will tone all of your upper body as you move through the water. Mix up the strokes for best effect.
To tone the abs, gymball crunches are good. Remember though, it doesnt matter how toned your abs are, they wont show until youve burnt off the fat covering them, which is why the cardio stuff is important.
As for diets, I'd go for the raw food diet. It has dramatic results, both on the inside and outside.

I think what you're really asking is how do you tone your abs (as in, building muscle)? If that's what you are asking, then crunches will surely do the trick. Crunches differ from sit-ups in that you are NOT attempting to bring your entire upper body up from the floor when you do crunches. You just want to concentrate all your energy on your abdominal muscles. It can even help to close your eyes and actually picture those muscles working. Make sure your shoulders are relaxed the entire time!
When I do crunches, I like to put my legs straight up in the air with one ankle behind the other. I do about 50 crunches at once, lasting about 1 second up and 1 second down. Don't try to rush them! You will probably only strain your back and neck if you do. Get a steady rhythm going. If you do 2 sets of 50 every day, your abs will start shaping up in no time!

I've started doing Pilates, and the abs BURN the next day after doing the moves. It's the real good workout-burn, which I love. You know it is working. After two weeks, I see and feel a difference in my abs. Also, a good thing to do is use weights. If you go to a gym, just take a light weight, and do your sit-ups or crunches like you would normally do, but hold the weight on your chest, with your arms crossed over it. It really helps.

You can't actually lose weight/ fat in a single (spot) area. You have to burn fat/ calories/ energy for the whole body. Doing specific exercises (like crunches for the abs) will build muscle. Muscle will have burn more energy whilst resting so, that's a real reason to do it! Also, lean muscle can feel "tighter" and looks better than flab so, do some walking/ jogging (whatever makes you sweat and breath faster) to burn energy and then add in the spot exercises for strength. I've lost 5 kilos in my first week. It's my 10th day and I have included salad with some protein (eg. egg/ lean chicken) as you suggested. After 4 years of trying, the fat is finally coming off. It truly feels like magic!

well, the only real way to lose weight is to eat right and do exercises that make you sweat. this may include running, jogging, biking, walking, or swimming. as for muscle, crunches can work. i swim because its a full body workout

You can't loose wait only in one area....(unless you get lipo)
What you can do is excercise and diet to loose fat all over and tone your abs with excercises like sit ups and crunches....

Eat less and more healthy, do more cardio. About 40 mins of cardio you can lost about 300 calories.
But also depends on which machine you use. Sit ups also help too!
