I hope that you can't! That should be confidential-
besides, the last owner of the vehicle should be the person you bought it from. If you bought it from a Used Car Dealer, then they purchased it from someone else, whether it was a private citizen, a bank auction or a wholeseller.

To find out a car's history, go to CarFax.com

You can't. If you believe the car was stolen or used in a criminal activity, The police can check that out, but previous owner remains confidential. A carfax report will tell you were the car was registered, and any reported accidents it was involved in and in sometimes if warranty or recall repairs were done at a dealer. IF you are concerned about any recall repairs, you can call the manufacturer.

There are no guarantees that that VIN will come up, but I have used it successfully in the past to get a vehicle history report.

Have a relative that works for the DMV, or who is a cop.
Other than that, it is just luck.
