To say a person is evil is too absolute. Because even Hitler must have had some good points, but most of us would agree that he was an evil person. So, I have to believe that a person in and of themselves is not evil, because all people are capable of doing SOME good things.
But ultimately I think it goes back to the choices we make. We choose to do good or evil. Based on our intentions. If we do something to harm someone that is evil.
I have to think about a person who accidentally kills someone. Let's say a couple of kids are messing around and it results in the other child's death. Were they evil? Probably not, but what they did was the same result, the person is dead. But most compassionate judges would take into account during the sentencing that the person's intent was not to hurt the person.
So, ultimately, a person is not truly evil, but they can have the intention of doing evil.

I think it depends on your definition of evil. Ted Bundy= evil person
Adulterer (which I don't think is evil but some do)= evil action
I can't think of anything I think of as EVIL that doesn't make someone an evil person i.e. puppy killer, kitten killer, well pretty much anyone who kills something helpless. I think a lot of times people who kill just once are not evil people, just messed up. I don't know- I have weird ideas about what's evil I guess.

I 'd say a majority of the time, it is a person's actions that are evil. There are exceptions, such as Hitler, who I think was the epitome of evil. However, many people who aren't necessarily evil, are capable of doing very evil things.

Most people are a mix of good and evil, mostly with them it is actions that are evil but there are some people who are pure evil inside and out.

Both. We are by God's definition evil. That's why I keep trying to bring the point up, specific sins do not make us sinners. The water is already boiling, if you get my meaning. There's no reason to heat the pot.
