These people that are throwing out artists from TV shows are full of crap and have no idea what they are talking about. There are many great artists that don't have a TV show. And just so you know...the guys from Inked were HORRID.
That being said, different artists are good at different things. There's no way to pick who the "best" are. Everyone has different opinions. Try checking out tattoo magazines or artist portfolios on BMEzine.com to get an idea of who does amazing work.

This is a trick question! There is no BEST tattoo artist in the USA. To answer this question each artist in America would have to submit their best work to an unbiased panel of judges. Plus there are so many other factors to consider. Are you talking about best portrait ? Because there are artists out there how can do a portrait of anything they are shown.....but can't free hand a design to save their lives. Some people excel @ black and grey work but suck at color. I can tell you who aren't the best.....the people from Miami Ink are all competent artists but not one of them is exceptional

The best I"ve seen are the Tattoo artists on INKED. (A&E TV) the guys in Miami (MIami Ink, TLC TV) are good, but each in his own style. Garver is the best, love his Japanese work. Kat comes in a close second, her portraits look so real! the next is Ami, for the same reason as Garver.

Because different artists specialize in different things, it would be difficult to isolate the "best artists"...
