I have no idea what this term is referring to? The move to individualism in religion in the middle ages correct? What other characteristics of lay piety are there?

Piety is one of the seven gifts of the Holy Spirit which leads one to devotion to God.

In addition to the liturgy, Christian life is nourished by various forms of lay (or popular) piety, rooted in the different cultures. While carefully clarifying them in the light of faith, the Church fosters the forms of popular piety that express an evangelical instinct and a human wisdom and that enrich Christian life.

The religious sense of the Christian people has always found expression in various forms of piety surrounding the Church's sacramental life, such as:
+ Visits to sanctuaries
+ Pilgrimages
+ Processions
+ The stations of the cross
+ Religious dances
+ The rosary
+ Medals

At its core the piety of the people is a storehouse of values that offers answers of Christian wisdom to the great questions of life. ... This wisdom is a Christian humanism that radically affirms the dignity of every person as a child of God, establishes a basic fraternity, teaches people to encounter nature and understand work, provides reasons for joy and humor even in the midst of a very hard life. When you refer to the laity you mean people who are not priest monks, nuns, minsters, rabbis etc Someone who is not an official of a church. So lay piety simply means the religious beliefs of the average person.The same with lay mysticism. You would be referring to someone who has a belief in Christian mysticism or else practises it but is not an official of any church just an average person.

It is when the Catholics stopped accepting payments for sin remission at confession in about 1100 AD.

"Lay" is unpaid, and "Piety" is holiness. In other words, you get your holiness back without having to pay for it.
