Any program can print on the card, so long as it is configured to create them. Word for instance will allow you to change the page size easily to 3x5. Remember that many printers will not print all the way to the edge, so be careful how you lay it out.

The actual limit is determined by your printer driver.
For example, try running WordPad and then go into the File | Page Setup menu.
Click the 'Printer...' button and select your printer, then click the 'Properties' button.
Your printer driver settings should be now displayed. You should be able to see something regarding the page size. Look through the pre-set page sizes and look for an option called 'Custom Size' or something like that. Then you just set your word processor to the closest page size and type away. You can compensate for the larger page size by setting the margins.
You can use any word processor if you don't want to use WordPad.

EDIT -
I forgot to mention that OpenOffice's word processor allows for custom page sizes. OpenOffice is a free suite of programs that are similar to Microsoft Office.
