Actually I report a fair number of people. Anyone that answers the question by cursing (especially the boys that like to put vulgar descriptions to women about a part of the male anatomy) I report immediately. I shouldn't have to read that and neither should children to this section.
Also, some sections like Diet and Fitness have a large amount of spam. People who answer every single question with "I have the best answer to your question. www.hometown.aol/......" I am not clicking on a link. I don't know you. I didn't get an answer from you that would make me trust that link. So yes I report them for using the site for spam.
And the jerks who ask the same question 1,000 times. If you look at their list of questions and it's something cut and pasted into multiple categories.
In general I only report the outrageously bad comments. Occasionally I'll report someone for their tone but it has to be rare. A question that was not asked out of ignorance but instead designed to provoke and anger. "How many guys have you [slept with]" or "why are all muslims terrorists". If the question is merely an attack on someone's beliefs or a question designed to be crass and rude, then it deserves to be reported.
However, especially the Relig&Spirit category, has a lot of false reports. People who report anyone who disagrees with their view on the world. That is an abuse of the system. I report the outrageous violations--cursing, vulgarity, and spam. If everyone did, there would be far less of it on the boards.

I decide that I would know people that are abused by what the person said even if I never felt abused someone else could and the sooner the incident has been reported the better and hopefully the person could learn what to and what not to answer or ask.

The main criteria I use for reporting abuse include harassment, demeaning others, and/or making threats. There may be others that I may call into play as appropriate, but it would have to be extremely over-the-top.

Thats a loaded question. Time? Age? Your part in it? Are you angry? What kind of abuse? Padding an expense account or child abuse?

Ther is no consideraton for abuse whether it's physical or mental. No one should ever have to be subjected to this in ther life time, because if they do thay could end up with repercussions in the future with themself.

If they have violated the Terms of Service (TOS).
What other criteria could there possibly be?

i would have to honestly feel they are meaning to hurt, endanger or offend someone..if its an opinion that seems rude but has no threat.. i would not let it bother me..however if someone was making a threat of sorts i would without hesitation

Don't know which form of abuse you are referring too. Can you rephrase your question?
