I guess there is always a substitute but I wonder if the flavor will be majorly altered or if I will need to add other ingredients for the change in milk?

Fat has alot of flavor...and that is the dif. between whole and 2% milk. Whole is thicker and creamier when 2% is watered down...I personally think it makes a dif. but it is just a preferance not always a necessity. but if making a sauce or cream, always go for the heavier, richer of the two (whole milk)

The only time this would matter is if you were making ice cream or custard. In these you dishes you need to fat content of the whole milk, but otherwise you should be fine.

2% or 1% will be OK for most recipes

yes you can...it's actually better to use the 2% rather than the fattier whole milk...
