All piston or centrifugal compressors and all fans or blowers are essentially constant volume machines when the pressures and operating speeds are equivalent. A lower inlet temperature will increase the horsepower because the air density will be higher.

The cooling system will need to remove more heat at the higher horsepower to keep things as they were. However, the entering temperature of the water may be low enough to still lower the leaving temperature of the water.
