It possibly means, a little something extra - or she has style or is chic, posh - begins jen'ai ce qua, thats not correct- it's just to get you on the right track.

je ne sais quoi... as in, "She got a certain... je ne sais quoi!"

I literally means "I don't know what," as in, "she's got a certain.. .something I can't put my finger on."

I think you mean " Elle a un certain ´je ne sais quoi´"...

Which means "she has a little something extra" with a hint of a mistery to it, beacuse you can´t quite put your finger on what it is that she has more than the others...
