The French High Command were stuck to the tactics of WWI (trench warfare) with the vaunted Maginot Line providing them with a false sense of security. In the fall of 1939, the French had superior tanks and artillery than the Germans, but their tactics were based on static warfare. Tanks were used in penny packets supporting the infantry, while the Germans massed their tanks at the point of attack, and with air support, used the new blitzkrieg tactics of mobile warfare. The French were bested in 4 weeks of battle.

French was a colonial empire before WW2 and had some para military groups that fought on both sides. Algeria was a big part of france coloney.
German over ran France fast like someone said above they still were fighting like WW1. More so they didnt have the defense to be able to stop the German Military machine that had built up over the previous 7 years.
The frence did hold much of Algeria for most of WW2 and Britian and US made the first real moves (attacks) against the germans in north africa against Romel (German Tank Commander - also considered a great tactician). It took a couple years before they were able defeat the smaller German Army that had already been battle hardened and had superier equipment.
The Allied forces finally went to italy after defeating italy and germany in north africa. Then the D-Day landing was when the frence resistance helped the Alllies win with their intelligence org that knew much of the Germans moves and locations.

As far as Tactics the french had to resort to terroist/gurilla tactics due to their small numbers against a vastly larger occupier.
Hitler feared the french resistance and only visited france once during WW2.

It was much worse then the French just saying"we surrender". Many French, who aligned themselves with the Germans were known as "Vichy" and actually fought against and killed American soldiers landing on the beaches of North Africa. They only surrendered to the Americans when they were about to be overwelmed. Most of the "French Resistance" was only capable of fighting the Germans when the were associated with the American OSS Jedburgh Teams. Otherwise, they were useless. This information has been around in history books for years.

France has no war tactics.
They were only good fighters in the late medeval ages, when the were little less than barbarians.
The transformation from mindless, killing machines into, pensieve cowards is astounding.
And their politics?
They prefer to stay at home and smoke away their life.
I can't call to mind any great impact they have made, government wise, or other.
