Yes, the word is vulgar and should not be used in polite society. Although such a word expresses well human emotions at certain given situations--and can be termed humorous--care should be taken when saying it.
We wouldn't use the word in church and in formal meetings, but in the backyard BBQ it could be used frequently by those accustomed to such.
The original usage was quite harmless, however. Centuries ago, when manure had to be shipped across the oceans it was first stored in the holding decks below. Unfortunately, the methane was combustable and many ships went down because of fiery explosions. Then the idea came to print on the containers or bags of manure the acronymn of Store High In Transit. Since then, to my understanding, the vulgar term represents feces in any form.

Yes, it remains offensive even if our rather ignorant societal children insist upon using it. Any description of anything should be applied consistently and accurately. "Fecal matter" is waste.
The term '****' has been bastardized to include the following, but not necessarily :fecal matter, taking bowel movements, drugs, street trouble, general trouble, household goods, fixtures, dirt, bad behaviour, booze, monkey business, fun, ad infinitum.
It no longer means what you think it means, although it can still be considered to be a DUMP on societal decency and OFFENSIVE at any time.

We have simply become more jaded over the years. I saw "Midnight Cowboy" last night, which was rated X when it was released in 1969. There's a bit of bum, references to homosexuality and drug use, prostitution, and violence. Not only is that not rated X today, it's on prime-time t.v. We've become desensitized to vulgarity. I think it is still offensive, but we are more tolerant of it. Someone might pretend shock and complain but no one actually does anything. If the FCC starts censoring, people scream "Free speech!". Whatcha gonna do?

For me, any word you can't say in front of your grandmother is offensive. However, these days, some grandmothers are 40 yrs old, and 5 year olds are telling you to f**k yourself. With Internet now, nothing is forbidden or unaccessable. It's a new world and we will reap the consequences like no other generation.

I dont think so if you use it properely. They used to ship manure in ships and it use to blow up the methane gas so they had to use **** or Store High In Transit. So the methane gas doesn't get trapped and blow up the whole ship.

welll.... it depends how you use it...
if you say... i am having a **** day... it wont offend anyone
if you say someone is full of ****... it will offend them
if you say.... i just walked in some dog ****... its not really offensive.
however, 90% of the time, its still considered an offensive word.
if my kid says it, i will still wash her mouth out with soap!
