My brother in law said that he didn't get his federal refund and wanted to know why he wouldn't get one. Is the above reasons the only reason the federal goverment would offset the refund?

It has nothing to do with the individual state unless he would owe taxes right?

Yes, Federal and State Taxes, Back Child Support, Student Loan defaults and any other Federal debts can offset a refund

He can call Financial Management Services at 1-800-304-3107 to see what Offsets may be against him

That's pretty much the list - they don't take tax refunds to pay overdue credit card bills or anything like that. He should call the IRS and ask. Maybe it just had a bad address, got returned to the IRS, and is sitting there waiting for him.
