If you kiss someone with a cold sore it is definitely possible for you to develop cold sores. Cold sores are a form of herpes and there is no cure for herpes. There are medications to suppress the virus, but no cure.
Cold sores however are not really considered an STD. Kissing is the most common way cold sores are spread. Kissing isn't really considered sexual though, like sex and oral sex are. About 75 - 80% of the world has cold sores so it's VERY common!
It is possible to spread cold sores to the genital area though. If a person with cold sores gives another person oral sex, it's possible for that person to develop genital herpes. Genital herpes IS considered an STD because the most common way of contracting it is from sex (vaginal, oral, or anal). I personally have genital herpes caused by herpes simplex virus 1 (which is typically cold sores).

No. Kissing someone on the lips will not give someone an std. Most everyone already has the virus that causes cold sores. It just might not come out.
But, if someone with a cold sore kissed another person in the genital area, that could cause genital herpes. Actually, if you have cold sores, you could touch a sore, then touch your genitals and infect yourself.

The real danger in kissing someone with a cold sore is that it generally leads to other things. Be advised, if someone with a cold sore performs oral sex on you with an active sore, they can in fact infect you with Genital Herpes, which you will never get rid of.

You get cold sores from another person who has an active lesion. Shared eating utensils, razors and towels may spread this infection.
Once you've had an episode of cold sores, the virus lies dormant in the nerve cells in your skin and may emerge again as an active infection at or near the original site. You may experience an itch or heightened sensitivity at the site preceding each attack. Fever, menstruation, stress and exposure to the sun may trigger a recurrence.
So yes if they have a draining or bleeding cold sore and you kiss them there is a chance you can get it.I put a link up to give you more info.

Cold sores are herpies...first you must get rid of the herpies with acidophilus, lots of the real stuff and for a long time...then stay away from those who have it or you reinfect yourself...and if you should get tooo creative you could get it where you will hate it for sure...
