Your constipation sound more due to stress and improper blood supply.
Increase intake of water to begin with. Warm, definitely not cold. Take a mild laxative as in Hot milk combined with Castor oil or Ghee (clarified butter without salt).
Ayurvedic "triphala" will help with balancing the body dosha and cleansing the stomach too.
Walk, and walk some more after a few days. This will do wonders for your heart as well.
Massage warm sesame oil on your belly, buttocks, thighs, shin and sole of feet to reduce the tug of constipation.
A anema will help, but under medical supervision.

CHF is one of those big red flag condiations. If you are having any probs and want to take anything to help with this get it cleared with your cardio dr FIRST! You have no clue how those meds/herbs will interact with any meds you are on for the CHF and if they will make you go into CHF crisis. Seriously, just see the dr. It's cheap then an ER trip and hospital admission because you took something that make the CHF tons worse

Yes you can have it, but don't make it a habit OK. eat lot of fibre diet, specially fruits.
