Are there limits on the amount issued and how likely is it that you would be rejected due to the limit being exceeded?

Would six months be sufficient time in advance to apply?

6 months in advance would be way more than necessary. I obtained a year's working visa in New Zealand and as far as I know Oz is the same - contact the embassy and get all your paperwork together that they ask for, then turn up to the embassy in person and they will either issue a visa the same day, or ask you to come back in a week or so if they are busy. We were warned it could take up to 3 weeks for ours, but it only took 1 week in the end. If you get your visa too early it will run out sooner than you want it to and shorten your stay. Have fun!

We applied in June of last year, and got accepted online within the week. It took another couple of weeks for the paperwork to arrive. Give it a couple of months to be safe - have a look at the immi website mentioned above - they only issue a certain amount of WHM visas per year, but the year starts in the UK summer.

3 months or so. Don't get it too much in advance as it will expire before your year is up. Check and get all the info at the embassy however.
