Electric vehicles are the best option overall.
there are several that will meet most personal transport needs; eg tesla 0-60 in 4 seconds 250 miles per charge, www.teslamotors.com; Phoemix SUT 5 seater 90 mph pickup, can be recharged in 10 minutes, battery life >20 years.
Even bio-diesels create loads of harmful particulates, which kill thousands each year according to cheif UK scientific advisor.
electric motors are inherently better for traction than infernal combustion, max torque at 0 rpm, simpler transmission, no warm up, regenerative (recharging batteries) braking, no energy used when stationary etc. refuel at home or work from an existing infrastructure system.
Quiet, smell free, smooth; just a much more enjoyable driving experience.
You can even integrate into the renewable energy supply to provide the required off-peak back-up and sell electric back to supplier at peak rate.

I presume you are really asking what cars would CONSUME less petrol--if so, there are a few, but one that we use runs on CNG--compressed natural gas. It uses no petroleum based fuels and the CNG fuel burns pretty clean so does not pollute the environment. Hydrogen-fueled cars would be the absolute cleanest (even more envrionmentally friendly than electric, as even electric cars need to be charged and electricity is often produced by petroleum), but it's not easy to find cars that run on hydrogen. They have been around for over 2 decades, but politics, misplaced public perception about their safety and who knows what else has impeded their mass production. Some day, hopefully, they will be readily available to the regular consumer! Good luck with your presentation.

Most of the answers so far are either plain dumb; the ideas are still in development or the vehicles are just about to be released. They're all way beyond the reach of the average motorist.
Electric cars appear to be pretty harmless on the surface BUT you MUST consider where the power to charge them comes from!!!! Most electric energy generation is done via coal fired power stations, right? And they're one of THE major environmental problems right now!!!! The whole climate change debate has 2 primary goals - to reduce our vehicle emissions and replace coal fired power stations, or at the very least clean up the emissions from such plants. There is a heap of research going on but no real action!!!! Therefore, electric cars are, at the moment, as bad if not worse than the ordinary motor car!!!
There is one car which is out there right now which is totally environmentally sustainable if run on the fuel that it was designed to use. I'm talking about the Diesel engine.
Developed by Rudi Diesel in Germany in 1898, it was given it's world premiere 4 years later. The original diesel engine hasn't changed much since then and it was never intended to be run on hydrocarbon - derived fuel. Dr. Diesel invented it to run on oils derived from peanuts! The current diesel can run on peanut oil or any other vegetable oil you care to name, with just a small increase in nitrous oxide emissions. All other harmful emissions are way lower than the ordinary car!!!!!
Ther is a recipe and process for turning waste oil used by the fast food industry into a very cheap (and incredibly healthy for the environment) fuel source. Get a bunch of old oil, filter all the crud out of it, mix a few parts of methanol (derived from cane sugar I believe) and a very small proportion of caustic soda together, wait for the settling process to finish (usually a week for a 100 litre batch) and decant the top layer into a container. The stuff left over is some more organic crud which can be composted and a small amount of Glycerin - which is one of the main ingredients in soap and very sellable! All this can be dione for a minimal set-up cost as well as being able to be done in the average suburban backyard!
The resultant fuel can be run straight through a diesel engine with NO modifications to the engine. The life of the engine is actually increased from the already substantially longer span -normal hydrocarbon diesel engines will run 3 times longer than an internal combustion engine before a major service - semi trailer engines will go for a million kilometres before an overhaul is neccessary!
"Biodiesel" is what this remarkable substance is called and it's becoming more and more available, much to the disgust and chagrin of the major petrol suppliers! There are plenty of backyard biodiesel plants in Australia where I live and I understand that there are an ever-increasing number of service stations in Europe which have a biodiesel pump as a standard feature alongside the normal unleaded and premium grades of petrolleum!
All available right now to be run through vehicles which are out there on the street! The only emission (apart from a negligible amount of NO2) is a wonderful aroma of frying food as the car drives by!

Here in the UK there's a car called G-Wiz which is entirely electric, and tax free!
Otherwise the Smart car is the one that uses les petrol of all. And in 2008 they will release the diesel engine which is even cleaner!
