All-purpose or plain flour is a blended wheat flour with an intermediate gluten level which is marketed as an acceptable compromise for most household baking needs.
In terms of the parts of the grain (the grass seed) used in flour—the endosperm or starchy part, the germ or protein part, and the bran or fiber part—there are three general types of flour. White flour is made from the endosperm only. Whole grain flour is made from the entire grain including bran, endosperm, and germ. A germ flour is made from the endosperm and germ, excluding the bran.
Whole-wheat flour is whole-grain wheat flour.

White/processed flour has the germ, the outer shell of the wheat kernel, removed. Vitamins are added to make up for the nutrients lost in the process. What can't be replaced is the soluble fiber of the wheat germ, which is helpful to lower cholesterol and prevent GI tract cancers. Whole wheat flour is made of the wheat kernel just as it is in nature, with the genuine nutrients and fiber intact. Needless to say, whole wheat is healthier.

Its the same flour. White bread is made from the center kernel of the wheat. Its the process of obtaining the center it gets bleached. Wheat - brown bread is made from the whole kernel of the wheat. Its ground but not treated or bleached.

Just white bread has chemicals to make it white, fluffy, softer.
