well, non-existent blood circulation, stroke and/or muscle problems like muscular dystrophy (MD)& neuromuscular dystrophy(NMD). in MD & NMD, muscles in body areas(in fact muscles throughout the body) like the hands, thighs & legs are so small/abnormally grown that they are weak enough to literally support the bones & total weight of a person, hence he/she can't walk &/or move properly.

This could be something neurologic (related to the brain and nerves) and needs to be evaluated by your dr to see what could be causing this.
