I'm married. Is it allowed to have joint-filing for federal tax and separate-filing for state tax?

I don't think you can because you have to enter information from your federal forms onto your state forms. The numbers will be off though because they are calculated for a joint filing. I think you have to choose one or the other and be consistent for both filings. On a side note - joint filing is almost always better than single.

It depends on the state - some places you can, but in most you have to file the same way for state as you did for federal.
