To me, in my humble opinion, it means that you should not give just a few coins to a needy/homeless person. You should try to help them out. Buy them a hot meal, maybe an outfit, give them a shower, and at the end of the day you as well as the needy person will be different people. You shall feel great because you now know the true meaning of compassion, and he shall know that not everything in the GOD forsaken world is as bad as they seem.

It means that true compassion is not just feeling sorry for someone or something, it's also solving the problem that caused the sympathy and not just provide temporary solutions.
The example in the quote says; you can give a beggar a coin out of sympathy but what you should really do is address causes that made the beggar and try to solve them.

To really help unfortunate people, you need to solve the root causes of their problems, ie make society a better place in general.

Easier said than done it would seem!
