The question is... WHY? If you don't want any stretching, then the only thing to be done is add 2 black bars on either side. And why would you want THAT?
And this involves re-encoding the whole clip, you know.
I would write an AVISynth script and use AVISynth frame serve into whatever encoder you use, probably VirtualDub to do this. It's slow, but it doesn't mess with the video.
