Idle air control valve Air conditioning idle air valve all made into one. Manual base idle and computer controled idle speed. You did not state why the car failed smog? Yes the reason seems weard "idle sensor"

The idle sensor in short reads the amount of air and fuel coming into your cylinders. If it reads incorrectly, it will cause your engine to idle at higher RPMs because it reads that the engine is not receiving enough of either air or fuel. If your car is idling high (I don't know the normal idle for an 89 Maxima, but it shouldn't be more than about 800-1000RPMs) then it could possibly be the issue. Take the car to a different mechanic and get a second opinion also.
