There's a show on PBS called Calliou. He's a 4 yr old learning about the world. They have a good episode showing how to tie using bunny ear method. Available on DVD. Also try pinning a shoelace to something like a stuffed animal so the little one can practice. This is how my granddaughter learned to tie.

teach the child to make 2 "bunny ears" with the strings, then to cross the bunny ears and tuck one into the hole and pull. this worked for my kids.

i was useless at this with my kids because i am ambidexterous and my kids are right handed. make sure that whoever teaches him/her uses the same hand. sometimes, an older peer is the best teacher.

Patiently. Keep on showing him/her -until they learn. It COULD take a while... -Every kid's different. But DON'T push it or get frustrated... Kids are like Spring flowers; they don't all "bloom"- at the same time. :)
