WOAH!. i love that you want to dye it blue! That's ROCKS!
However, I want to give your some warnings...
Ir your hair is black or dark brown, getting it to be bleached and not be orange & brassy is very, very difficult! It also completely kills your hair. I bleach with high lights b/c I also have very dark hair naturally. Then coloring to the blue is def. something to be careful of. Your hair could def. break. If your a guy then ur ok, if your a girl be so, so careful. The manic panic might not hold at all. Might I suggest getting a highlight w/ bleach and then adding the blue, do not do ur whole head at once, ease your way into the color, let your hair get used to the name bleach and color. It's a temp color, therefore it will wash out, getting duller and duller each day, then you be left looking like a 10 year old who used kool aid and sun in! :) I would suggest going to the hairdresser, they make some great funky colors that professionals use. They can also do the highlight and then the blue. I've been doing hair and nails for years, and I have used manic panic (purple) and it sucked!

low pH products are color care shampoos and ones with an over all lower pH level. Look at the contents, you want to try to find a shampoo with out any alcholol.
The #'s 30 and 40 VOLUME (creme developer) refer to the levels of white developer you use, at min please do to a sally's beauty supply and ask for help there.
Bleach and use heat/ yes blower dyer will help don't put very close to the head, keep a distance and move slowly around the dyed areas.
I believe you can save the other half of the jar, but read or call the 800 # to be sure, I haven't used the product in a while.
*** please also make sure that for the few days after you color it, you def. use a deep conditioning treatment...see link below for a good one***
Look at Gina's hair from american idol...see the red with the dark, that might look great on ur hair with the dark and blue! :) Def...HIGHLIGHTS!!!!!!! Chunky or little.! I think adding the multi colors will make your hair look thicker and also add diminson. Then see how long it lasts....if it doens't really last then you can, try another brand such as the one I suggested below or a blue tinted color from the grocery store. If you do the whole head, I just think it won't stay true blue for long. At least if it's highlighted you won't see soo much of the fading...also you could flat iron your hair and add some shine and that would look amazing. 1) yes, color care shampoos are best. I stick to L'Oreal. It really does make a difference.
2) Yes, it really is best to bleach it first, otherwise you'll end up with just blue-black hair: shines blue but doesn't actually look blue. If you don't buy a kit, you need bleach powder and peroxide. You just mix the two together into a smooth paste and put it on your hair as quickly as possible. The numbers are for strength of peroxide - the higher the number, the faster the bleach works. Generally, you should bleach the hair lightest yellow (hair doesn't bleach white) and then rinse the HELL out of it with HOT water before coloring. The problem is, bleaching opens all the follicles of the hair and thus the color often will rinse right back out. Thus, you need to smooth the follicles down first with deep conditioner (just put some conditioner on for a few minutes then rinse again with cool water)
3) yes you can save it. it really doesn't go bad. It will seperate and that's about it, just mix it up again before using. I've had jars sitting on my shelf for years and they still work fine.
4) you can put the color on and add heat to seal it into the follicle. If you use heat, you put a plastic cap on your head first then use the blow dryer - that way the color doesn't dry up while soaking in. Or you can just put the cap on and let it sit: heat from your own head usually works well enough. Leave it in for 30 mins.
Then, once you've had it on long enough, rinse with cool water until the water runs clear then put conditioner on and leave it in until the next time you wash.

As far as your first question, I've never figured that out, I use the color care shampoo when I put manic panic in my hair. I also heard that running white vinegar through your hair right after you rinse out the color restores the pH balance, but its really hard to do with the smell. I tried it once and said I would never do it again.
For the bleaching part I think the drug store ones would work, but I used the bleaching kit by manic panic called flash lightening, the sell it at sally beauty supply, its located right under the manic panic hair dye. Just make sure you leave it in there long enough, the color stays better in lighter hair and more dry hair. Make sure you don't put any kind of conditioner in your hair before you put the dye in.
As far as if you can save it, I do, because I only have a few streaks in my hair it takes a month or two for me to go through a jar, and I haven't had any problems.
And yeah, when it says add heat most people you a blow dryer on it. Another tip is to leave it on there as long as possible, I usually do it for at least three hours.
Also blue is the color that rinses out the fastest so you may have to touch up every week, I have to touch up my hot pink every week to keep it vibrant, but it stays in there for only two weeks. Another tip is to not wash your hair as much, but I just can't do that so my color fades fast.

1. yes, shampoos that are formulated for color care are low ph...i bleach & color my hair frequently, & i have found that tigi products, especially the dumb blonde shampoos/conditioners, seem to work the best for me personally...it`s not just for those who have blonde hair, but it`s good for colored hair because it`s gentle yet it cleanses really well...u can find it at places like trade secret, etc....
2. yes, if u want to have the color show up on your hair, u should definitely bleach it..u can use any of the bleaching kits u find at cvs, walmart, etc., or u can order the flash lightening kit from manic panic at http://www.manicpanic.com my hair is naturally dark brown, & i strip the color out until my hair is white, just to make the color really "pop"...if u don`t bleach your hair 1st, & u have dark hair, the color won`t really show up, it will just be like a "wash" of color, in other words, probably just a slight hint of tint on your hair...yes, u can bleach & color on the same day, that`s what i do...manic panic is a semi-permanent color, which means a little of it will come out every time u wash your hair...i`ve used manic panic & i like it, but i`ve recently started using another color called special effects, that can be found at hot topic, etc, & i`ve found it lasts much longer than manic panic...
3. yes, as long as u close the container tightly to keep the color from drying out, it will last a while for u to do touch ups...
4. yes, u can put a plastic cap on your hair & apply heat from a blow dryer to both processes (bleaching & coloring), to increase the effects...just make sure to use a clean cap for each process if u decide to do the heat for both processes...

if you use manic panic- the color isnt permanent. it doesnt really show up unless you bleach it first, and the color rinses out in about a week it starts to fade.
if you want dark navy blue without as much hassle i'd get garnier midnight blue.
better results- less work and less damaging

i does no longer advise Manic Panic bleaching kits. they're harsher than maximum, can extremely damage your hair, and they don't continually artwork as marketed. they're low priced for a reason - keep in mind, you get what you pay for.
