Martox is correct, there is a typo somewhere. It should read either "Universo Confide" (the imperative) or "Universo Confidam" (future tense).

confido - confide in, rely on, trust, believe
universus - the whole, whole world, universe

So it is either:
a command - trust the world
the future tense - I will trust the world

It's Latin (the real ancient Latin) but It must be mispelled as 'confida' cannot match the sentence.
It should be "UNIVERSO CONFIDE" and translation is
"Trust to everybody !" or "Trust to all the men !" (Imperative)

I would guess it is Latin. The universe confides.
