wt can the government, citizens, and environmental bodies do to defend the oceans?

This is a question that has plagued the scientific community. There are many "little" things we can do such as, control bacteria and and viruses by not putting grease down our drains, picking up our pet's fece and putting it in the garbage.
Better control of toxic chemicals such as pesticides, oil, and other hazardous chemicals.
We can also reduce marine debris, conserve water and energy, preserve coral reefs, and take action in our communities: adopt a beach, reef,river or stream.

Lend a hand; There are many different organizations in the fight to preserve our waters, all we have to do is reaearch them to find out which one fits our goals the best and join or donate to them.

The last part of the answer by "Captain" has hit the nail on the head. It does not really matter what we do if the most populated countries of China, India, Brazil, Mexico, Indonesia do nothing. This is the case with water pollution as well as with air pollution. Just recently China surpassed the USA in its CO2 emissions. This is several years before it was expected that they would. The expressed concern of the UN plus that of Mr. Gore are a waste of time if the developing countries remain exempt from environmmental restrictions expected of others.
In the USA one of the biggest factors involving water quality is the pollution of ground water from residential septic systems. A better technology is needed to be put into place.
New housing developments need to be required to have waste water treatment facilities provided along with the roads, water and power utilities.

LGG; I very much admire your intelligent question: it is already a "state-of-emmergency" -out there, at this (industrial-disaster) time.
Definitely join the W.W.Fund, and listen to [their] answers..(rather than anti-establishment-'Greenpeace'.

As I see it, the only way -at first- is to enforce heavy penalties ON the Corporations behind ANY company who dumps waste -(like the arsenic that General Motors WAS dumping -from the manufacture of motor vehicle springs)..

There is scant hope for a huge portion OF the [human] population..
but Dugongs, and Dolphins ought to be given EVERY chance to keep life continuing ON this (perhaps doomed) planet.
I will die, content, somewhat [if] that standard you, & I and countless others yearn for; oh yeah!
(Chinese Industrialisation IS THE greatest threat)..

Drain more swamps which are full of stagnant water. Develop the land that was where the swamp was. More development will cause the need for more treatment plants which will equal cleaner H2O.
