From what i know they weren't, but since they were a roman colony they had to follow roman laws, if they hadn't been i'm sure they would just have mobbed and killed him on the spot.

They were in fear of the people, as Luke 22:2 says. Their only consideration was losing their position in society. Interestingly, the trial that they held the night of Jesus execution was illegal according to Jewish law, since it was the Passover. They also had false testimony given at this trial, knowing it was such. (Matthew 26:60)

The crimes he supposedly commited were nothing. So they attemtped to get him to commit a crime. And he avoided these tricks. For instance, when they attempted to get him to commit treason against the romans his reply to their trick question was "render unto Caesar what is Caesar's".

And of course some of them were flat out scared of the idea that "what if" this guy is telling the truth. So it was more like they wanted him gone but didn't want to be the ones. So they went through the Romans in a round about way to get rid of what they deemed a trouble maker.

Because they were subject to the Roman government and they didn't have the authority to execute a person for claiming to be the Son of God.

John 19:7 The Jews answered him, "We have a law, and according to that law he ought to die because he has made himself the Son of God."

i don't think they were hesitant at all- it was the romans and it was because they couldn't find a crime he had comitted.
and, the jews were not allowed to execute under law and they didn't want to get everyone mad at them

I would say because they knew the truth of who He was and did not want His blood on their hands so they passed it off to someone else to do.
