Yes, you are still going to want to file taxes. Even if you don't owe money, you have still already paid taxes. Failing to file means giving that money away. Also, with such a low income you may qualify for Earned Income Credit and increase your refund. Call a tax pro and file. It's the smartest thing to do.

If the $4k INCLUDES what you earned outside the counrty, then no, you do not need to file. If you earned any income outside the country, that is fully taxable as if it was earned in the US. Leaving the country does NOT exempt you from US taxes if you are a US citizen or resident.

Every state has it's own laws, one state will want it, another won't. Plus you have school taxes.
