Yes you can do it at home. You can do it anywhere. And don't ask how. Just do it. There is no "proper way to meditate" you just pause, listen, and reflect.

While Buddhists use meditation, it is not essential to be one to meditate. It is a process to help focus the mind. Anyone can do it. And yes, you can do it at home.
One method is just to sit quietly and 'follow' your breathing. Don't try to change it. Just be aware of it. You will find your mind wanders. This is normal. When you realise, just return to your breathing. Try 5 minutes.
Another method is to just immerse yourself fully in whatever you are doing. If you are washing the dishes, just wash the dishes. Don't think about lunch, other chores or the sound of the neighbour's kids. I think this is useful. After all, anyone can be calm when in a quiet room. It's when you're late for work and stuck in traffic that it is most useful! Thich Nhat Hanh and Jon Kabat Zinn have both written usefully on the topic.

The Budhists mediate can be done anywhere and anytime if you can tantra in a highest level. Sitting mediate is the easy way simular as tantra yoga.
Find a place not too light but not too dark same as morning sun shines into a bedroom. A noon sun is too light. Find a room closed the window but open the door where the room is not faceing the main door. That mean the air can go in and out but not chilly. Sitting down with 2 foot putting on your legs, if you cannot down below your legs will be allright.
Relex from your head to neck, neck to back, back to legs, legs to foot. Then watching your mind coming up and gone but do not follow. You will find out so many mind coming up and gone at beginning. You still can master to watching the mind but not follow. For example; you mind come up with I need to wash my body then you will easily follow to when I do it and how I do it later. I should find clothes for change and put up the curtains etc. These are following your mind and lost of control.
If you mind come up with I need to wash my body, and you know it is a mind. No, I won't follow. I keep clearly know it is a mind. I will not follow. It soon be gone and a new mind keep coming up again until you feel no more little mind coming up again and this known is also a piece of mind. You are keeping to know this mind until it is definately purity. You are stepping in the door of tantra yoga. Then you can do it whereever and when ever. It is also named the Samodie. When you are watching your mind coming up and gone is named Vipesona. When you known you are keeping to know you are mastering your mind will be named Samotha.
During you can master your mind not coming up again might cause some miracles such as you hearing something or seeing something or happening something are not useing the 6 senses from you body.
Leave it and let it go, it will be back to normal. At the end, you can see what you want to see and hear what you want to hear.
Then you will know what is using eyes to hear and using ears to see.
During this mastering your mind, you will hit into physically change and psychological change. A good lama will know what you are changing and what you need to help.
The beginning will be changed white hair to black. Good and healthy body you will have.
You need a better eating program to stop you enthusiatic engery expelling.

I have practiced Buddhist healing meditation albeit not being a Buddhist myself. I'd recommend getting a meditation CD to follow along with. You simply sit somewhere (on a pillow, a chair, etc.) and relax your muscles and let your midn roam free, and don't pass judgment on any of your thoughts, just let them be free. Thats basically it.

Check out any meditation site and you will literally find hindreds of ways to meditate. Each practicioner must find their own best method for clearing and stillng the mind, which is the purpose of meditation

There are numerous Buddhist meditations. My faves are sitting zazen and vipassna.
You can certainly do it at home and you do not have to declare yourself Buddhist to do it.

Check out Buddhanet.net for instructions and YES, you most certainly can do basic meditation, and derive benefit, even if you're not Buddhist.

You don't have to be "a Buddhist" to meditate. "Buddhists" meditate in a million different ways, if not more. It depends on what you seek to achieve.

Of Course-I jsut finished studying it!
1) Find a quiet place to relax and a comfortable place to sit where you won't be disturbed.
2) Put your hands on any comfortalbe position (on your lap, etc...)
3) Sit with your spine straight
4) Focus on something
