This term in English refers to rebels or a resistance movement who use hit and run tactics against an established nation's army.

They are military or militia members who partake in guerrilla warfare. Guerrilla Warfare is how modern wars are fought. Up until the 19th Century wars were fought where armies would line up on a battlefield across from each other and would fire volleys at each other. A volley is a row of soldiers firing, while other rows reload so that semi-continuous fire can be maintained. Now armies use various tactics and cover to fight and the goal is to not be exposed.
