LOL!
Yes...it DOES seem this like this is true!!!
...although, when we are "caught" it is much more traumatic and memorable than when we are not caught. So...perhaps we have each done our fair share of "slip ups" without getting caught...and just don't remember it as well!
But honestly...I do believe God has a part in it, indeed....
Sometimes it is easier for us to repent and seek forgiveness when there is a human witness than when no one but God has witnessed are "slip ups"...
...but it is quite painful.

Thanks for the laugh.

This is my theory...
It just appears that away for a couple of different reasons.
1. If you slip up after doing so good for a long time you are self conscious about it. You look around and think every body is staring or watching or laughing at you. In truth most people never noticed it is just simply that you are self conscious about slipping up.
2. When people know that you are being good and have been for awhile they will watch your every move to see when you slip up. This is for their own self esteem. They see you being good or doing whatever and they are jealous/envious of how you are and want to see you fail. Therefore, they watch your every move and when you do slip up they make a big deal out of it. Those people are just needing to use your slip ups as a way to boost their own egos.
I am not sure if any of that is correct but that is what I think. I am not a psychologist or anything close to it.

The apostle Paul addressed this question, although perhaps not with the exact sense of timing. That bit could be interpreted as being a changed perspective on time due to self-hypnosis, which makes time seem like it's going so slowly, although afterwards it seems like it went really quickly. In fact, trying really hard to hold yourself back from things you are allowed to enjoy doesn't help you be good!
Colossians 2:20 Since you died with Christ to the elemental spiritual forces of this world, why, as though you still belonged to the world, do you submit to its rules: 21 "Do not handle! Do not taste! Do not touch!"? 22 These rules, which have to do with things that are all destined to perish with use, are based on merely human commands and teachings. 23 Such regulations indeed have an appearance of wisdom, with their self-imposed worship, their false humility and their harsh treatment of the body, but they lack any value in restraining sensual indulgence.
1 Timothy 4:1 The Spirit clearly says that in later times some will abandon the faith and follow deceiving spirits and things taught by demons. 2 Such teachings come through hypocritical liars, whose consciences have been seared as with a hot iron. 3 They forbid people to marry and order them to abstain from certain foods, which God created to be received with thanksgiving by those who believe and who know the truth. 4 For everything God created is good, and nothing is to be rejected if it is received with thanksgiving, 5 because it is consecrated by the word of God and prayer.

I do not think that people are always there to see it, but rather the person who slipped up could not keep it quiet.
