What size of a Road Bike would i need for someone 4ft 5 plz answer in inches or cm.

You would need a pretty small bike for somebody that size. The smallest size offered by most manufacturers with standard 700c wheels is generally a 48cm. You may need to go to a 650c wheel to get the top tube low enough. For riders like this, it is crucial to get a good fit done at a respectable bike shop.

best and easiest thing to do: go to your local bike shop and get fitted
you will be absolutely sure of the right size for your body, and it will be more comfortable and safe
