Sometimes if you put in a startup string "no validate" it helps. Just showed a customer that Saturday when he was trying to play C&C 3. Installed but would not play. He also upgraded his Video card too, that helped. Check the system requirements, make sure you get all the updates for the game and make sure you are using correct Direct-X. If all fails, no validate will work off the shortcut.

The first thing I'd try is looking on the vendor website to see if anyone else experienced the problem you are encountering. If that doesn't help, give a reinstallation of the software a try. You also don't indicate if it was working and then stopped. If you had it working and it stopped, what did you do that changed on the system? Did you install any mods to the game, operating system patches, other applications? Often a reinstallation of the software will help.

Did Oblivion work before this error started showing up?

If you havn't tried to re-install the game do that you might have saved it in the wrong file. If not that (or you have already re-installed it) than idk the problem.
