Probably not, firstly it would be very expensive and Congress is already trying to cut funds for the war. Secondly, it would be a very bad thing because if the government has to draft people into the military then that means we are loosing the war and many troops too. There hasn't been a draft since Vietnam, which was a disaster by the way, and they don't want to repeat that mistake again. Thirdly, the morale of the troops would further diminish because you'd have a military full of people who didn't want or agree to be there. Would you trust a guy like that with a gun?

Unfortunately, no. To bring back the draft, or even to suggest that we should bring back the draft would be political suicide for any presidential hopeful. I say "unfortunately" because I think our country would greatly benefit by a draft. Currently, there are no obligations for US citizens other than paying taxes. I think people should have a greater stake in the country. If you want the benefits of the state, you should first be demonstrate that you are willing to sacrifice for the state.
Before 1993, a higher percentage of Congress had prior service than the national average. Since 1993, they have had a lower percentage of veterans than the national average. This is a sad state of affairs, since they are the folks who decide whether or not our nation goes to war. Our country would be much better off if its leadership really understood what war is. Additionally, those that currently serve in the military, by and large, come from the lower middle classes. There are, of course, exceptions, like most of the officer corps. In any case, I think that everyone should have an equal stake in warfare, despite their privileged background.
As to your second question, there are currently 1, 426, 713 people in the active Armed Forces and there are 2, 685, 713 in the reserves. That means that less than 2% of our country is actually in the military.

Yes, it may happen at any given moment. That is part of being American.
Then, it has been published last week that 12,000 Reservists will be called to action so the troops get a relief.
War is such a good business that if the Goverment may keep War for many more years, they will certainly do.
Now that Oil is starting to run short, the U.S. will very much likely start war more often, and by deploying all the troops off-mainland, the same that happened to Roman empire may happen too, where simple barbarians (but a lot of them) were able to crack it down from the inside...
Yet, be sure the winners have already divided the earnings (bounty) out of it...
Good Luck! Bear Hugs!

a million - (Edited to rewrite) people who've a difficulty with authority probable exist in greater proportions interior the prison inhabitants. you do no longer choose human beings rebelling against orders once you're at a war that's extreme adequate to have Congress prepared to enact a draft. 2 - basically as a results of fact somebody's in prison does not propose that their lives are the disposal of the federal government. are you able to think of the abuses that would deliver approximately? 3 - understanding that they are going to the two be killed/injured in conflict or return to prison, maximum could disappear, returning to society. between the crimes that would seem and the extensive style which would be on the run (whether they do no longer look to be breaking any further rules), regulation enforcement could be crushed...that's to boot to the anti-war protests that would spring up. 4 - Having a draft--even of people who transgressed against rules--leads to issues besides. some great reward of an all-volunteer military have been propounded many times over the previous few many years. the subject concerns with conscription do no longer disappear basically as a results of fact the draftees committed crimes. 5 - some rules are unjust as that's. If a guy or woman is arrested for battling against a perceived injustice, then the war quantities to a fashion of executing political prisoners. the government can take a "do what we inform you, or we are going to placed you on the front strains" concepts-set. 6 - If a guy or woman is later stumbled directly to have been wrongly accused the legal ramifications of sending that guy or woman into conflict could be extensive; if he died, it could be groundbreaking. no person interior the government could choose to be in contact in a case like that. don't get me incorrect--there may be a use of having a militia application regarding prisons, including offering job practise for a achievable occupation interior the militia after rehabilitation (supplied the guy did no longer carry out a criminal offense that bars him/her from service). even if, to purely cope with inmates as cannon fodder for use on the exhilaration of the federal government is fraught with issues. It does not end properly for each guy or woman.

I don't think so, but I'm no expert.
There would literally be riots in the streets if this happened.
It would be good for the general population.
What you have to remember thoug is that the zenith of a nation's security is where the whole country doesn't have to be in the military. In other words, there are people who devote their lives to the military and people who don't have to.
