You can try but YOU CAN'T beat him senseless because then you are arrested becuase you go beyond what is a reasonable use of force and if you shoot him your life will be VERY short when his buddies show up and you will bear a bloody resemblence to Swiss Cheese. The easiest thing to do is go to the department and file a citizen complaint and have internal investigations check it out. Or sue him in a civil court.

On the slim chance that you asked this question in seriousness: NO you cannot arrest him because that can only be done by persons with arrest powers (sworn officers AKA not you).
Which also means that you cannot use force, which would be classified as an assault on an officer.
File a complaint with his department or swear out a warrant for assault.

If you are not a police officer, you can merely tell him he is under arrest you can not use any force to do it,
If you are a police officer you would arrest another police officer just like you would anyone else

and file a complaint. DON'T try to "arrest" him. He might think you are assaulting him and therefore might cause a "disturbance".
