I live in a four apartment complex and the walls are really thin. The neighbors blare their radio all day and shut it off right before quiet hour in my city. I've talked with the landlord and he's talked with them, I've talked with them. From outside it is barely audible but inside it is constantly thump thump thump thump. I cant stand it... anybody got any ideas how to mute the noise, cheaply, on my end (im a college student), or anything legal?

Go to Walmart and see if they have those foam (Egg crate) pads, like you use on a bed, and get some fabric to cover it up and place it on the wall. It will help absorb some of the noise. Also put a stereo and speakers on that wall and play music (Not loud) so it covers up their music.

Wow, I have the same problem. Except-I've told my landlord and he does nothing (and you can even hear the music from across the street).

What I can suggest, and it has worked partially for me, blare your own music. My neighbor got the idea and only does it for 10-15 mins at a time now, compared to 3-4 hrs/day.

They are observing the legal quiet times so I doubt the police will intervene. If the landlord won't step in on your behalf you could possibly report him/her to someone.

Use ear plugs or stick a stink bomb through their letter box, then they will get the picture.
