You can find a pastry bag and a filling tip at any store that carries cake decorating supplies. Even some larger grocery stores have these things on the baking aisle. Otherwise, try a crafts store like Michaels or Hobby Lobby, or even a party supply store. You can get the pastry bag and a filling tip or you can get the cookie press (plastic or metal cylinder with stuff on either end, some even look like a grease gun) with a pastry-filling attachment. Some stores will carry one and others will have the other. If you do get a cookie press (electric or manual) make sure it has the pastry-filling attachment.

If you haven't got a piping bag or Icing tool use a clean plastic bag. Fill it with cream and form it into a cone and cut the corner off and squeeze gently to fill the eclairs

Do you mean a pastry bag? Try Williams Sonoma or Sur La Table.
