Yes, a physician is a medical doctor.

Surgeons may be physicians, dentists, or veterinarians who specialize in surgery. Not all doctors are surgeons though (example: family doctor).

No. A pysician is general practice medicine. A surgeon is a specialist.

You can be one at the same time but not become one at the same time. The training differs.
