Athlete's foot is a micosis, otherwise known as a fungal infection. The vinegar is a diluted solution of acetic acid (9%) which helps in destroying the fungus.

I don't know about that but vinegar is good for killing germs. I use it for cleaning-especially my bird cages because it is safe. I wash chickens and other meat to help get rid of germs. I use a 50/50 solution to clean my ears and my animals ears. It kills the yeast infections. So I assume it will kill the germs involved in athlete's foot.
